Tash Wark, Branch Secretary

Tash joined the ASU branch in 2006, after being fired up to fight back against WorkChoices as an ASU delegate in the community sector.

In her time in the union office, she’s worked in many roles – starting in the Member Contact Centre, as an organiser working on the successful Equal Pay campaign and education project roles, an industrial organiser covering metro and regional members across SACS and infrastructure, leading statewide negotiations.

Tash has undertaken lead organiser roles focusing on campaigning across all ASU coverage, in the SACS and infrastructure team and local government industry team. After a stint as Deputy Branch Secretary, she proudly became Branch Secretary in June 2024.

Zoe Edwards, Deputy Branch Secretary

Zoe has been a member of the ASU for the past fifteen years. She has served as a workplace delegate in the legal industry and worked in the ASU National Office as a Research Officer and Industrial Officer before moving to the Vic/Tas branch.

In her time at the ASU Vic/Tas branch Zoe has worked as a Local Government Organiser and Lead Organiser.

Zoe is an experienced advocate and organiser who is committed to working with ASU members to improve pay and conditions in local government in Victoria.

Zoe lives in regional Victoria with her partner and three kids.

Zoe is responsible for co-ordination of the local government industry division.


Phillipa Balk, Assistant Branch Secretary

Phillipa is a dedicated unionist with nearly a decade of experience advocating for workers’ rights across Victoria and Tasmania.

She joined the ASU Vic/Tas Branch in 2019 as an Industrial Officer, where she represented members in complex legal matters before the Fair Work Commission, VEOHRC, Magistrates Court, Federal Court and VCAT. She contributed to policy reform through government submissions.

Her leadership journey continued as Acting Lead Organiser and then Lead Organiser, where she worked closely with delegates and members to build power in workplaces and win tangible improvements in pay and conditions.

In May 2025, Phillipa was appointed Assistant Branch Secretary, bringing her deep industrial knowledge, strategic organising experience, and unwavering commitment to collective action into the union’s senior leadership.

Before joining the ASU, Phillipa held roles at CPSU and United Voice, and has a background in legal research and advocacy. She is driven by the belief that every worker deserves dignity, fairness, and a voice—and that together, we can win it.


Ty Lockwood, Assistant Branch Secretary

Ty began his work in Local Government at Shire of Campaspe back in 2001. Starting as a labourer before making the move to Melbourne, working for contractors to Local Government. In 2005 Ty joined Knox City Council in Parks maintenance.

Always passionate about workers' rights and advocacy, in 2008 he became an ASU Delegate, jumping straight into member issues and EA negotiations.

In 2011 Ty came to the ASU in the delegate development program, starting in the Member Contact Centre and then as an organiser. He worked his way from an Organiser to Lead Organiser and is now Assistant Secretary for our Local Government Campaign Team.

Ty loves working closely and directly with members and is looking forward to sharing his knowledge and experience to ensure members' collective strength and power grows.
