At the recent SCC meeting the ASU, ANMF and their respective delegates met with management and below is an update on some of the items discussed.

Agency Staff
The ASU has requested data on Councils use of agency staff including the number of agency staff, the length of engagement, the reason for engagement and which areas they are from.

The report shows high agency usage in Depot and Parking with a large number of agency workers working for over a year with some for 3 years or more.

The ASU have serious concerns regarding the use of agency staff for such long periods of time, and believe that insecure work leads to less financial stability and underemployment. We have requested that Council do a review and address those agency workers who have worked for Council for a long period of time, ideally offering conversion to permanent employment.

We are yet to be provided with this information despite many requests, with council advising this is a work in progress.

We expect to receive this information within the next month.

Restructures and Reviews
The ASU has been notified of a Divisional Restructure in the People and Culture department, and are currently working with members who may be affected by this review. If you are affected and requires assistance please contact the member contact centre on 1300 855 570.

We also believe there have been changes without consultation in the customer service area. Council advised that they are unaware of any changes to structure or a review going on and they would follow up and come back to the ASU and delegates.

EA Negotiations 
With the current Agreement expiring soon, the ASU have asked what Council’s intentions are in negotiations beginning. Council will respond within the next month and we will inform members of the next steps then.

Policy reviews
One of the committee’s responsibilities is to consult on any changes to existing policies and the development of new policies and we are currently reviewing the Learning & Development Policy.

It is important that staff provide feedback to delegates if there are policies that have not been consulted on or if you think they should be.
