ASU Delegates and Organisers have been meeting Darebin City Council management through the consultation committee the past few months, as agreed through the EA process.
There are a number of matters still to be agreed upon and new polices implemented.
These are: Sick Leave Pool, Working from Home, Soft Compulsion clause (Vision Super) along with a number of other matters where we have agreed to discuss over the next 12 months.
Another matter raised by delegates and members is the Adverse Working Conditions payment as per clause 53 and 57 of the EBA. Quite a number of staff qualify for this allowance but have not received the allowance payment to date. Further discussions and investigations are continuing on this important matter.
The ASU Delegate team have been requesting information on the number of external contractors engaged by Council. Darebin City Council have said they don’t know, as each department operates as an individual unit. ASU officials and delegates raised serious concerns at the Consultative Committee in relation to this matter and don’t believe Council.
Council have provided information on the number of vacant positions, casual positions and temporary positions but still don’t know the number of external contractors that they engage.
A couple of months ago Contractors were wearing a different coloured lanyards compared to directly employed Council staff which made them identifiable. Darebin City Council changed policy on this issue as they did not want contractors feeling that they were a different type of worker. Yet they state they don’t know how many external contractors are engaged.
Members have been reporting to the ASU about the number of external contractors been used in ongoing full-time positions in all departments at Council over the past 10 months and expect to get genuine answers to their concerns. The next step will be is to have a full audit of all Departments to get an accurate number of external contractors engaged by Council.
