ASU Update No 1 Regarding Multi-Authentication App @ Yarra City Council

We have been made aware that Council is introducing a Multi- Authentication App across Council and requesting employees to download this app on their person mobile phone.

We wrote to Council on March 31, 2023 as we believed they were in breach of Clause 14 Consultation – in particular Clause 14.A Major Change – outlined in the Yarra City Council Enterprise Agreement 2021 – 2025.

This provision states that prior to introducing a change/s that are likely to have significant effects (as defined) on any employee, management shall advise in writing and shall consult those employees and the relevant union or representative of the employee on the proposed changes. Council had not undertaken these steps.

Council provided a response to our letter on April 4, 2023 however did not share our view that they had breached your enterprise agreement.

We have written to Council again to advise we do not share their view this isn’t a major change, and we have now placed the matter into formal dispute as per Clause 21 Prevention and Settlements of Disputes, and informed them of their obligation that until the dispute is resolved the status quo is to remain as outlined in your enterprise agreement.

We have requested to meet with Council and will keep members updated regarding this matter.
